Capital Projects staff presented a revised design and funding status for a major park facility project, explaining the scope expanded after staff paused the 60% design to pursue additional funding.
Mark, representing Capital Projects, said initial bond allocation for the project was $13.6 million. After seeking additional sources — including grants, a local tax/fee source and the transfer of district land-acquisition funds — and appropriating settlement funds, staff reported the project’s estimate is now approximately $32 million. Staff said they will re-issue a task order to take the concept back into a fuller design phase (60% and then 100%) and plan public outreach during the design update.
Mark described design changes intended to reduce earthwork and utility relocation costs by moving the primary building toward Sunrise Boulevard and taking better advantage of existing utilities. He said the intent is to consolidate program spaces, increase building square footage and limit costly site work. A project timeline estimate mentioned 2027 for later-phase work, but staff said definitive schedule and procurement steps (design task order, then construction solicitation) will be finalized as the task order is negotiated and design advanced.
Board members asked about parking, the solicitation approach for design and construction and whether the design team would be expanded to multiple firms; staff said they are engaging multiple design firms and would advertise later for construction.
