The City of College Place City Council on Oct. 22 unanimously confirmed Troy Rayburn as the city's next city administrator and authorized the mayor to sign his employment agreement.
The special meeting was called to order at 7:00 p.m. for the stated purpose of evaluating the qualifications of an applicant for public employment. City Clerk Garcia took roll; Council Members Lopez, Cleveland, Espinosa, Peterson, Williams, Sherman and Boyle were present, creating a quorum. Rayburn attended the meeting virtually.
Council members moved to adopt Resolution 25-054 confirming the mayor's appointment of Troy Rayburn as city administrator; the motion passed by voice vote with the ayes unanimous. Council later approved a separate motion authorizing the mayor to sign the personal/professional services employment agreement between the City of College Place and Rayburn. That motion also passed unanimously.
During the meeting Rayburn gave brief remarks and said he had been house hunting and that local residents had spoken positively of their experience with the city. "I'm honored," Rayburn said after the confirmation vote. The mayor said Rayburn's tentative start date is Nov. 24.
A member of the public, Sarah Ferguson, asked whether the employment contract would be handled at the same meeting or in the future; council members answered that the contract was in the meeting packet and subsequently moved to authorize the mayor to sign it for the record.
The mayor called for the motion to adjourn after confirming no further business; the meeting concluded at 7:08 p.m.
