The Riviera Beach CRA Board voted 4–0 to find that Villa Lawns Phase 2 is consistent with the CRA master plan, advancing the project toward city entitlements.
Representatives from TGHO (design/landscape team) described the 1.34‑acre Phase 2 project, which complements Phase 1 currently under construction. Emily O’Mahony (TGHO) said Phase 2 would include 45 for‑sale residential units, of which 27 would be designated affordable. The scheme pairs townhouse units fronting Eleventh Street with multifamily flat buildings behind; the north building contains 3,200 square feet of ground‑floor commercial space and the south building includes parking below.
Design elements mirror Phase 1, using a Dutch Caribbean architectural style and pastel color palette, sidewalks where none existed previously, new on‑street parking, and pedestrian improvements. Staff said Phase 1 is under construction with townhouses progressing to the first floor, and that phase 2 uses previously planned infrastructure improvements where possible.
Commissioners asked about adjacent parcels and ownership. Anita Jenkins, director of neighborhood services, said some nearby parcels are owned by other parties and that the CRA owns park parcels to the east; there was no commitment at the meeting about acquisition of adjacent private parcels.
The board approved the resolution finding consistency (Resolution 2025‑24). Next steps include city commission review of the site plan, alley abandonment and any required text amendments to permit the mixed‑use, four‑story portion of the project.
Clarifying detail: the developer said the project will be for sale (not rentals) and did not provide final price points at the hearing; the project team said Phase 1 construction is underway and built by a Riviera Beach contractor.
