Special Magistrate Kristen Ike found the owner of a vacant property at 2913 Lake Helen Osteen Road in violation for missing street numbers and for exterior work performed without a permit, and ordered correction by Nov. 21, 2025.

Code compliance officer Janice Palacic testified that the property had its garage door, windows and siding removed with no permit on file and that no address numbers were displayed. Palacic said notices of violation were posted in July and the officer contacted the owner, Elias Acosta, on Sept. 20; Acosta indicated he would work toward compliance but had not done so as of the Oct. 22 hearing.

The magistrate ordered correction of both violations by 4:00 p.m. on Nov. 21, 2025. If the owner does not comply, the magistrate ordered fines totaling $50 per day (two violations at $25 each) until the violations are abated. The case file and photographs were admitted into the record and the owner is directed to contact the code compliance inspector to verify compliance.
