At its most recent meeting the Rockport City Council approved a slate of ordinances and agreements, most by unanimous vote. The items below were acted on with either brief staff presentation or limited discussion.

Votes at a glance

- Ordinance 1941 (Solid Waste fee schedule): Council approved second and final reading to amend Chapter 82, Article 2, Section 82.39 of the Code of Ordinances (refuse collection fee schedule). Vote: unanimous (5–0).

- Agreement with Orange County Tax Assessor-Collector: Council approved an annual interlocal agreement for the county assessor-collector to act as tax collection agent for the city; staff said the fee rose about $5,000 this year due to changes in the levy and valuation. Vote: unanimous (5–0).

- Ordinance 1943 (Zoning map amendment for 2202 FM 3036): Council approved second and final reading to change zoning from B-1 (General Business) to R-2 (Second Single-Family Dwelling). Vote: unanimous (5–0).

- Ordinance 1944 (Convention and Visitors Bureau Advisory Board): Council approved second and final reading establishing the advisory board and its duties; staff said requested edits from the prior meeting were incorporated. Vote: unanimous (5–0).

- Ordinance 1945 (Tree Mitigation and Preservation Account): Council approved second and final reading amending Chapter 106 (vegetation) to update tree mitigation and preservation language, penalties and effective dates. Vote: unanimous (5–0).

- Ordinance 1947 (Budget amendment — aquatic fund): Council approved first/second readings to transfer reserve funds into the aquatic fund to cover approximately $70,000 in operating needs for the pool through the fiscal year end (staff said Town of Fulton no longer contributes to the pool). Vote: unanimous (5–0).

- Interlocal agreement with TX Health (post-65 employee medical insurance): Council approved continuation of post-65 insurance administration with TX Health. Vote: unanimous (5–0).

- Ratification of 2024–25 windstorm insurance with GSM Insurance: Council ratified binding coverage not to exceed $471,697.67 and added previously underinsured properties to the schedule. Vote: unanimous (5–0).

Consent and procedural notes

The consent agenda passed unanimously earlier in the meeting. Council announced special budget and tax-rate meetings on September 3 (special meeting/public hearing on tax rate and first reading of the ordinance) and September 10 (regular meeting for second reading of tax rate and final reading of the budget).

What the votes do and what’s next

Most items approved were routine or were second/final readings that enact code changes immediately unless otherwise noted. The TIRZ item (Ordinance 1946) and the CUP for the park-model RV (Ordinance 1942) required additional public hearings or were postponed; those items will return to the council for further action. Councilmembers and staff noted follow-up tasks for the pool funding (staff to monitor revenue efforts) and for the TIRZ (finalize split and board composition on second reading).
