Ian (JBJ) and other senior staff summarized prior consulting work in Terrell (quality-of-life audit and quiet‑zone outreach) and described a scope of services that would include: production of four city-branded podcast episodes, weekly social content tied to civic messaging, canvass-driven public-engagement events and a workforce-marketing approach to attract young professionals. The firm also offered partnership support with higher‑level recruitment and grant-relationship outreach and indicated capacity for video production and website support.
Council members welcomed JBJ’s relationships and capabilities but questioned whether proposed tactics duplicated existing EDC and Chamber work. Council requested that JBJ and city staff identify overlaps and present a refined scope that emphasizes community-facing grassroots outreach and resident education (how city government works, how to access services), and to clarify how a podcast and other deliverables would integrate with current promotion channels. Staff said they could present a formal contract next week (Dec. 10) and offered to supply a slimmer, targeted option if council prefers.
The presentation also included Jefferson‑area case studies (Reimagine Redbird in Dallas) showing partnership-driven commercial reinvestment and community engagement. JBJ representatives said they can tailor tactics and reporting to Terrell’s priorities and to metrics requested by council.
At the meeting’s close staff said the proposal will be brought back to the Dec. 10 council packet with cost details and a refined scope reflecting council comments.
