PADOC staff reported the corporation closed outstanding payments from the previous fiscal year and reviewed line items for the façade reimbursement program and development partnerships. Raelyn, a Downtown Improvement Corporation staff member, told the board that outstanding agreements include funds for the BMT Center and a Lula Mae Bistro award, and that recent vendor work and holiday event costs were included in the downtown capital improvements account.
Staff outlined several upcoming downtown events: British Bash and a Shop-at-Home holiday event running Black Friday into Saturday, a Christmas tree lighting and downtown market with a tent at the vacant lot on the corner of Adelaide and Moore, a Christmas parade on Dec. 14, and a downtown market where the City of Terrell will host a Safe Streets For All grant pop-up to explain the program and take study-area recommendations. Raelyn said the city "received a grant called Safe Streets For All, and we will have a pop up event there... to explain to our community what the city grant program is and to take recommendations for study areas."
On infrastructure, staff noted the city is getting quotes for an irrigation system for the soccer field and that engineering work is under way related to an ordinance to close Polk Street at Breezy Hill to allow surveying and to begin seeking locations for a parking lot. Raelyn said she had walked a location for a splash pad in that area.
Board members asked about timelines. Raelyn said the contractor hopes to have irrigation bids back before the end of the year and that the goal is to complete installation in time for spring soccer. The board also received a thumb drive of information about a possible skateboard-park vendor (SPA Skate Parks); staff agreed to email that information to board members for review.
Additional calendar notes: staff moved a local wreath-laying effort (reported as Wreaths Across America) to Dec. 15 to avoid conflicting with the city's parade on Dec. 14 and to enable more volunteer participation. The board also discussed potential synergy between the proposed bakery at 107 North Virginia Street and existing downtown vendors, including a farmers market and produce vendor run by Juan Salinas.
No formal board action was taken on these informational items during the meeting; staff will continue to prepare bids, outreach plans, and necessary agreements for future board consideration.
