Police Chief Prichard reported the department's September activity and several upcoming community events. For the month the police department recorded 346 calls for service with 15 offenses and nine arrests; the department conducted 740 traffic stops (226 citations, 286 warnings), and noted narcotics cases and vehicle burglaries. Chief Prichard also promoted upcoming community events: an HPCA carnival on Oct. 26 at Memorial Park (6–8 p.m.) and a trunk-or-treat on Oct. 29 from 6–8 p.m. at Texas Roadhouse, sponsored by Texas Roadhouse and supported by first responders.
Lieutenant Jeff Frobase presented the fire department's September report. The department logged 48 calls in September: 31 EMS calls, five fires (including structure/brush incidents inside Hollywood Park), six hazardous conditions, six mutual-aid responses, four mutual-aid structure fires and two assists to the public. Frobase announced that firefighter-engineer-paramedic Eric Burnside began serving as acting fire chief that day. The department completed its Texas Commission on Fire Protection certification renewal for 2025 and outlined Fire Prevention Week activities (Oct. 6'12), visits to senior-care and childcare facilities, carnival and trunk-or-treat participation, and the Santa visits sign-up details (Nov. 1'Dec. 6 with visits Dec. 9'13, 75 slots total).
The council later approved the interim fire chief appointment by voice vote. No public-safety policy changes were adopted at the meeting; council members thanked staff for outreach and community engagement.
