The Odessa City Council voted Nov. 24 to award the construction contract for North Dixie Avenue pavement reconstruction from Walnut Avenue to East 46th Street to Reese Albert, Incorporated, the lowest responsive bidder.
City engineering staff said the design phase was completed in September and the American Rescue Plan Act previously earmarked approximately $8 million for projects including this reconstruction. Bids opened Oct. 30, 2024; staff reported Reese Albert’s base bid at $1,718,766.60 and a bid alternate of $50,969.27. Staff and the design consultant reviewed bids and recommended awarding the base bid and the alternate and reserving a 12% contingency for the project.
The project scope includes reconstruction of roughly 16,000 square yards of roadway (about one-half mile), curb-and-gutter replacement, concrete valley work, handicap-access ramps and concrete sidewalk installation. Staff estimated a work completion window of 120–140 days.
A motion to award the contract as presented carried on a voice vote with no roll-call tally recorded in the meeting transcript.
