The Appomattox County Board of Supervisors elected Mister Hinkle as chair and Reverend Jones as vice chair during its 2025 organizational meeting and approved several administrative rules and scheduling items for the year.
The actions set the board's procedures for 2025, confirmed County Administrator Susan Adams as clerk of the board, adopted Robert's Rules of Order (newly revised) and the board bylaws and rules and procedures as presented, and fixed regular meetings for the third Monday of each month at 6 p.m., moving to the third Tuesday when the Monday falls on a federal holiday. In a contested vote, the board also changed the order of business to move the invocation to occur before the Pledge of Allegiance.
The meeting opened with an invocation led by Mister Carter and a call to approve the agenda (the board struck agenda item No. 4). After nominations, the board elected Mister Hinkle as chair by voice vote and then elected Reverend Jones as vice chair. The board then voted to adopt Robert's Rules of Order, newly revised, and to adopt the board bylaws and rules and procedures for the county year 2025 as presented.
The board confirmed County Administrator Susan Adams as clerk of the board; the motion to confirm Adams noted that the clerk's duties are those set forth in state law and delegated by the board.
Board members debated and voted on a proposed amendment to the order of business that would move the invocation ahead of the Pledge of Allegiance. Proponents said the change reflected their preferred order; opponents voiced reservations. After roll-call-style voice votes, the board approved the amended order of business for 2025, placing the invocation immediately after the call to order and before the Pledge of Allegiance.
The board also set the regular meeting schedule at 6 p.m. on the third Monday of each month at the boardroom at 171 Price Lane at Max Payne, with meetings moved to the third Tuesday when the Monday conflicts with a federal holiday.
The meeting concluded with a reminder from a supervisor about the confidentiality of closed meetings under Virginia law; the board then adjourned.
