The Osage Beach Board of Aldermen approved a series of procurement and contract items at its meeting, authorizing purchases and first readings on equipment meant to support water, sewer and public works operations.
Public Works Manager Zach Wilbur presented multiple items. The board approved first reading of Bill 25-02 to contract for two service bodies (one for water, one for sewer) from NAPhide for an amount not to exceed $82,291.75 and later approved related vehicle purchases.
Other motions approved by voice vote or roll call included:
- Purchase of a dedicated boom mower via cooperative BuyBoard for $287,109.38 to improve right-of-way mowing, easement clearing and snow operations.
- Rebuild of five sewer pumps by SRMO at a total cost of $42,975.
- Purchase and approval to acquire a Chevy F550 service truck from Ed Morris Chevrolet (Lebanon) for $154,700; an initial motion to buy a Ford F550 at $174,989 failed for lack of board support.
- Authorization to start the H2S treatment pilot with Hartland Environmental for up to $81,800, installing 58 aerators and seven bacterial drip stations to reduce hydrogen sulfide odors and corrosion.
- Approval to pay for ten 2-horsepower pumps from Municipal Equipment for $26,287 (invoice caused the board to approve an over-$25,000 purchasing action due to earlier purchase-order error).
Wilbur told the board the equipment purchases are budgeted and aimed at improving maintenance of easements, reducing odor and prolonging asset life. Several aldermen asked about replacement vs. additional units, potential resale or reuse of service bodies and whether purchase procedures (state contract vs. on-the-lot deals) complied with city purchasing policy. City staff acknowledged one vehicle offer did not follow standard cooperative purchasing procedures and noted the board had authority to approve exceptions.
All listed purchases and contracts were approved as presented except the Ford F550 motion, which failed without a second; the board then approved the lower-cost Chevy option.
