The Board of Supervisors on Oct. 21 approved an amendment to the county’s agreement with Consor (formerly Quincy Engineering) to complete final design, right‑of‑way and preconstruction environmental work for the South Main Street and Soda Bay corridor improvement project.
Interim Public Works Director Lars Ewing told supervisors the contract amendment is needed to finalize 100% design and related project management tasks so the county can apply for a State Transportation Improvement Program (STIP) allocation. The amendment brings the total agreement not to exceed $4,070,813.31 and increases the current contract by $549,600 for those services.
Ewing said two earlier amendments focused on right‑of‑way and permits; this amendment emphasizes the final design phase and preconstruction coordination so the county can meet a Dec. 1 deadline to request programming from the California Transportation Commission. The board unanimously approved the amendment and authorized the chair to sign.
Ending: Staff said the amendment keeps the schedule intact for a phased construction approach — started with South Main Street — and that city‑county coordination is under way to align water‑main work and utility undergrounding with the road project.
