The House of Delegates on Jan. 13 seated JJ Singh after a clerk’s report that he received a majority in the Jan. 7 special election and administered the oath of office.
The clerk, citing Article IV, Section 7 of the Virginia Constitution, reported that ``JJ Singh received a majority of the votes cast and is accordingly present today to be sworn in and is seated as a newly elected member of the Virginia House of Delegates.'' Following the clerk’s announcement, Singh took the oath and was welcomed to the chamber.
Speaker Don Scott later filed a communication naming Delegate-elect Singh to the House committees on Privileges and Elections and on Health and Human Services, effective Jan. 13. The communication was entered into the record in the morning session.
The House also granted unanimous consent to allow Singh to introduce up to 10 bills after the pre-filing deadline. The motion to grant that unanimous consent was made by the delegate from Alexandria and was agreed to by voice vote with no recorded opposition. The clerk then continued regular business and announced committee meeting schedules for the afternoon and following day.
Procedural notes: the clerk read the statutory basis for judging elections in the House and announced committee assignments in a formal communication from the speaker. The unanimous-consent motion was made on the House floor and accepted without recorded roll call.
