The Palm Bay City Council approved the final contract amendment for construction-phase engineering services at the south regional water reclamation facility in a 5-0 vote.
City Manager Scott Morgan told council the city borrowed $36 million from the State Revolving Fund (SRF) for the wastewater treatment project and that the latest amendment would add roughly $3.6 million to engineering services — near the typical 8–12 percent range for such services. He said the project is nearing substantial completion and the amendment was likely the final one for the contract.
“By way of background … the city had borrowed $36,000,000 from the state revolving loan program for this major, wastewater treatment facility,” Morgan said. “If you sort of look at the big picture, this would bring that service to about 3,600,000, which is roughly 10% of what we borrowed for the project.” Morgan told council the project had experienced delays but that the city was now close to completion and the amendment represented the final change order anticipated.
Council members expressed support to finalize the engineering services so the city can move to the project’s final stages and begin connecting development dependent on the facility. The motion to approve the amendment was made by Councilman Langevin and seconded by Councilman Hammer and passed 5-0.
Staff said the revised contract amount covers construction-phase engineering work and that the project will move toward final closeout in the spring.
