The Town of Millis Planning Board on Jan. 14 continued two public hearings: a special permit and site plan application for a restaurant at 35 Main Street (Skippy's on the River, applicant Nancy Cushman) and a special-permit application for a large ground-mounted solar installation at 140 Dover Road (applicant Dimitri Tipatis, Dover Road Solar LLC; property owned by BASF Corporation).
A legal notice read into the record described the Skippy’s application as seeking special permit with site-plan approval under section 13(c) of the Town of Millis zoning bylaws for demolition and replacement of a commercial building at 35 Main Street. The applicant requested a continuation; the planning board voted to continue the public hearing to Tuesday, Feb. 4, 2025, at 7:30 p.m.
The board also read a legal notice for a proposed 498-kilowatt AC ground-mounted solar array at 140 Dover Road, a parcel owned by BASF Corporation. The applicant asked to continue without discussion; the board rescheduled that public hearing for Tuesday, March 4, 2025. A board member asked staff to notify the solar applicant that March would likely be the final continuation because the application will otherwise need to be withdrawn and refiled after a year without action.
Both continuations were made by motion and approved by voice vote. The planning board packet and application materials for both hearings are on file with the town clerk and available on the planning board web page.
Authorities cited in the notices included Chapter 40A, Section 11 of the Massachusetts General Laws and the Town of Millis zoning bylaw sections referenced above.
