Tom Bomerino, economic development coordinator, told council that the MEDC award is a milestone‑based grant to the project’s developer (the end user) and that the grant is paid as developers incur eligible construction costs. Bomerino said the city’s office led a joint application and expects the developer to draw grant funds after meeting MEDC milestones. The office is consolidating six properties (three fronting Van Dyke and three on Continental); two of those parcels were still titled to the city and required transfer to TIFA to complete a single‑entity county consolidation.
Councilmember Jonathan Lafferty asked whether the city had missed any MEDC deadlines; Bomerino said the project remains compliant with MEDC milestones. Councilmember Mindy Moore expressed a preference that sale proceeds flow back to the general fund; the council adopted an amendment requiring TIFA to transfer $5,000 to the City of Warren general fund as part of the action. Bomerino said the eventual sale price to the end user will be nominal and that TIFA intends to complete site plan and permitting work before conveying the property to the developer.
Votes and documents: the council removed the item from the table, approved the quitclaim deed to TIFA, and approved the $5,000 transfer to the general fund by recorded vote. The council also discussed zoning and lot‑combination issues; staff said planned site design uses Continental lots for parking and Van Dyke lots for the building footprint, with no rezoning planned at present.
Next steps: TIFA will finish site‑plan approvals and then sell/convey the assembled site to the developer so construction can proceed, and the MEDC milestone process will determine timing of any grant draws by the developer.
