Bossier City Council approved a package of ordinances and resolutions covering water infrastructure, annexation, special-use permits for alcohol sales, personnel actions and ceremonial matters.
Key votes included:
- The council adopted an ordinance appropriating $10,000,000 of American Rescue Plan Act (ARPA) funds for the first phase of water treatment facility improvements required for implementation of nanofiltration (final reading). The motion carried unanimously.
- The council adopted an ordinance appropriating $4,500,000 from the general fund for the South Bossier water booster pump station project (final reading). The motion carried unanimously.
- The council adopted an ordinance appropriating $1,455,700 in matching funds for a 2018 LCDA bond for a $2,000,000 ARPA Water Sector Program Phase 2 project (bridal [sic] reading). The motion carried with Councilmember Darby voting against.
- The council adopted an ordinance to amend the 2024 Sewer Fund budget (bridal [sic] reading); motion carried unanimously.
- The council introduced and later adopted an ordinance to add a ceremonial street-naming provision to Chapter 98 of the Bossier City Code of Ordinances (final reading); motion carried unanimously.
- The council approved conditional-use permits, on first and final readings, for the retail sale of low-content alcohol on-premise at a Home2 Suites/Tru by Hilton at 2507 Viking Drive, and for high- and low-content alcohol on-premise at Live Casino and Hotel at 711 Live Casino Boulevard; both motions carried unanimously. City staff clarified that servers must secure applicable state and local permits and that the hotel accessory bar would not be permitted to carry alcohol off-premise.
- The council introduced an ordinance to amend the 2025 general fund budget for transfers and engineering department salaries and benefits, funded by the Metropolitan Planning Commission (first reading); motion carried on introduction.
- The council introduced an ordinance to enlarge city limits by annexing approximately 6.459 acres west of Barksdale Boulevard and south of Curtis Elementary School for the North Caddo Medical Center in South Bossier; motion carried on introduction.
- The council adopted several resolutions on first and final readings: authorizing the Bossier City Police Department to hire a temporary police training center; authorizing the hiring or promotion of a tax audit supervisor and backfilling vacancies in the sales tax department; and recognizing the life, achievements and public service of former President James E. "Jimmy" Carter Jr. The Carter resolution was read into the record and the council asked that a copy be delivered to the speaker of the U.S. House for memorial services; the resolution passed unanimously.
- The council approved routine items including opening sealed bids for P2501 on-demand concrete for the utilities department (engineer’s estimate $496,750; RVP Construction bid $367,177; James R. Martin Building and Remodeling bid $496,495) and voted to approve bid reading and subsequent final reading actions in the public utilities department. The bid proceedings moved forward per council action.
- The council approved a parade permit fee waiver for Independence Mall’s Mardi Gras Preview Parade and several administrative personnel actions; motions carried unanimously unless otherwise noted.
