The Hebron Board of Selectmen voted on two items following executive sessions and approved a separate routine item during its Oct. 9 meeting.
The board moved to authorize Town Manager Andrew J. Tierney to enter into an agreement to purchase a 13.25-acre parcel on Hope Valley Road owned by Stephanie Marie Dinan Rainey and Vanessa Simiola for a purchase price of $210,000. The motion, made and acted upon after the executive session, states that the purchase will require a future special town meeting approval.
In a second action arising from the executive session, the board authorized Tierney to file an application with the Connecticut Department of Energy and Environmental Protection for an Open Space and Watershed Land Acquisition Grant on behalf of the town for the purchase of a portion of the same Hope Valley Road parcel. The motion noted explicitly that acquiring the property is not contingent on receiving the Open Space grant.
Separately, during the regular portion of the meeting, the board approved mission and vision statements for the Commission on Aging. The adopted mission says the commission “promotes and supports a livable, caring community for Hebron’s aging population, focusing on their well-being and supports the senior center through active engagement.” The vision commits the commission to fostering “a vibrant, informed, and empowered community of older adults in Hebron.”
The meeting also approved amended minutes from the Sept. 25, 2025 regular meeting (a name correction was made to the minutes before approval).
Why it matters: the Hope Valley Road purchase, if approved at a future special town meeting, would place town resources toward acquiring land that town officials are evaluating for public purposes; applying for the DEEP Open Space grant would seek state funds that could reduce the local cost. Approving the Commission on Aging statements establishes an official guiding statement for a board that advises on services and programs for older residents.
What’s next: The land purchase still requires the special town meeting vote to complete the acquisition. The grant application process will proceed under the authority the board granted to the town manager.
