The Quincy Planning Board on Jan. 15 approved a site plan and parking waiver for the mixed-use redevelopment at 61–69 and 71 Hancock Street, voting unanimously to accept the planning department’s recommendation and the 17 special conditions read into the record.
The board’s approval covers site plan review under Quincy Zoning Ordinance Title 17, Section 9.5.1 and a parking waiver under Section 5.1.17. The planning department recommended approval after reviewing the applicant’s responses to the peer review firm Fuss & O’Neill and comments from TPAL and the Department of Public Works.
Under the special and general conditions, the applicant must: comply with the City of Quincy Inclusionary Zoning Ordinance (submit an IZO application to the Affordable Housing Trust Fund Committee before a building permit is issued); submit a construction management plan; reconstruct sidewalks and granite curbing along the Hancock Street frontage; install an ADA ramp at Hancock and Newbury Streets and repaint a crosswalk to the Neponset Boulevard pedestrian off-ramp; perform pre- and post-development television inspections of sewer and storm pipes and provide the reports to DPW; provide operation and maintenance and snow/dust/rodent control plans to the Quincy Health Department and record the stormwater maintenance plan at the Norfolk County Registry of Deeds; and permit city inspection of stormwater construction at specified milestones. The department also required submission of water flow and sewer capacity calculations, a drain permit, and an as-built plan in Mass State Plane coordinates stamped by a professional engineer or surveyor.
Applicant counsel Tom Cavanagh told the board the team had responded to comments from the peer review and city departments. The department, speaking through Mr. Stevens, summarized the conditions and concluded the board could approve the site plan. Member Kelly made the motion to approve the 17 special conditions; PJ Foley seconded. The vote was unanimous.
The approval does not signal issuance of a building permit; several pre-permit conditions and permitting steps (drain permit, water flow test, DPW inspections, IZO review) must be completed before construction permits or occupancy approvals are issued.
The applicant and city staff said they would be available to answer follow-up technical questions during permit review.
