The Idaho House of Representatives recorded 68 members present and two absent and excused, the clerk reported, and then moved to approve the journal for the 10th legislative day after a committee report.

Representative Skogg moved that the journal be adopted as corrected; Representative Gannon seconded. The motion was approved by voice vote and entered into the record.

Clerks read a series of committee reports and first-readings. House Concurrent Resolution 3, a resolution to authorize a legislative study of natural resource issues, was referred to the Judiciary, Rules and Administration Committee for further action. The clerk also read first readings and descriptions for multiple House bills, including House Bill 15 (outfitters and guides; amendment to section 362103 Idaho code), House Bill 16 (State Athletic Commission; amendment to section 54406 Idaho code), House Bill 17 (creation of an Idaho wildfire risk mitigation and stabilization pool and related new sections in chapter 24, title 41 Idaho code), House Bill 18 (Idaho Building Code Act amendments, including a new section 394109b addressing electric vehicle building plan requirements), and House Bill 19 (criminal history records/fingerprint submission amendments to section 67308 Idaho code).

The clerk announced that House bills 14, 15, 16, 17, 18 and 19 would be referred to the Judiciary, Rules and Administration Committee for printing. Earlier committee reports recommended that House bills 6 and 7, and House bill 10, “do pass” and be filed for the second-reading calendar.

The House also heard scheduling announcements for committee meetings and a reception hosted by the Idaho Association of Building Officials at the Grove Hotel that evening.

Representative Gajon moved that the House adjourn until 8:30 a.m. Friday, Jan. 17, 2025; Representative Lay seconded. The motion passed by voice vote and the House adjourned.
