The Virginia Senate used en bloc procedures on Thursday to move many uncontested measures forward and adopted committee substitutes on several bills.
Senator Saravel moved that Senate bills on the uncontested third-reading calendar (listed as Senate bills 761 through 1206 on pages 1–6 of the calendar) be placed for final passage en bloc. The clerk then read bill numbers and senators were given the chance to remove individual bills from the block. Senator Favola had Senate Bill 825 removed and ordered "by for the day." After the clerk finished, the Senate voted to pass the block (Ayes 39, No 0).
The Senate also recorded floor actions on committee substitutes and engrossments. Among the floor actions recorded were:
- Adoption of a committee substitute and advancement of Senate Bill 925 (health insurance payment/claims business practices) from the Committee on Commerce and Labor with a substitute; the sponsor moved the engrossment and the bill was advanced to third reading.
- Committee amendments were agreed to and bills were engrossed in advance to third reading for measures including Senate Bills 762, 805, 798, 823, 824, and 850; committee substitutes and amendments were agreed to on record.
Several bills were taken "by for the day" or otherwise set aside at senators’ requests (for example, Senate Bill 825 and Senate Bill 744 were ordered by for the day). The clerk announced routine votes and roll calls supporting the block and the engrossing motions; recorded tallies on block passage and many engrossments were Ayes 39, No 0.
The clerk later read a long list of uncontested first- and second-reading bills and the Senate agreed to consider memorial and commending resolutions in blocks. The morning hour included ceremonial introductions and recognition of visiting organizations. The Senate adjourned until noon the next day.
