During the public‑comment period at the Jan. 16 The Woodlands Township Board meeting, a resident raised detailed concerns about the artificial‑turf installation and site restoration at Falcon Wing Park.
The speaker, identified in the meeting as Mr. Mutano, said residents in his neighborhood near Falcon Wing Park did not receive clear notification about the project and that construction has stretched toward two years with the field surface still “wavy” and uneven. He reported seeing construction crews replace staff, alleged the playground and jogging trail access points remain disrupted, and said the Woodlands Water Agency fined the contractor roughly $80,000 for inadequate stormwater protections during the project.
“I talked to some of the people there. The original crew quit in a while... the underground, the base was not well done. They put the turf on top of a bad base,” the resident said, describing what he called construction defects and leftover rubber debris along the field edge. He asked the township for clearer communication to neighbors and requested that staff contact him with an update.
Response from township staff: Chairman Brad Bailey and staff indicated they would have someone follow up and contact the resident. The board did not take immediate formal action during the meeting; staff said further information and answers would be provided to the commenter.
