Dixon said Anser Advisory has been the consultant for about 18 months and provides core services that include monitoring deed restrictions on locally restricted units, maintaining the town’s obligations on the Subsidized Housing Inventory (SHI), running a sample audit program for annual tenant recertifications and assisting with expiring use or compliance issues.
Dixon told the committee the shared approach reduces per‑municipality costs compared with hiring in‑house staffing and that the SHSO has helped Norwood set up an annual audit program to review recertification files for rentals and ensure documentation remains complete so units remain on the SHI. She said the town wishes to continue participation for a third year to maintain those services.
