The Village of Hortonville on Jan. 16, 2025 approved contracts to conduct water and sewer rate studies, each contract capped at $14,500, to help the village evaluate funding options for ongoing operations and for foreseeable capital projects including the Main Street reconstruction.
Staff described the studies as updates to a 2021 analysis and said the village now has more information about upcoming capital needs. The consultant work is intended to provide options such as timing and whether to take loans, and to assess cash-flow implications for multiple project phases.
Board discussion noted the study work is divided into phases (staff said the project could include as many as six phases). Village staff recommended approving both contracts with a combined "not to exceed" authorization so the consultant can complete phase work without returning each time for separate approval. The board approved the contracts as presented with both contracts limited to a not-to-exceed amount of $14,500 each.
Staff indicated initial engineering estimates for Main Street are expected in May, and that the study work would follow to inform a cash-flow analysis and planning before construction.
