Staff told the commission the site is inside the urban service area and that infill development consistent with the Res‑9 future land use designation is encouraged. The applicant said the proposed duplexes would be two‑bedrooms, two‑bath units averaging about 800–1,000 square feet and that the developer would retain and manage the rental units long term. Council members and staff noted the proposal would provide modestly higher density than single‑family zoning but still be consistent with the neighborhood pattern; staff found the request consistent with the comprehensive plan and LDC standards. The commission voted 6‑0 to recommend approval.
