The Sparks Planning Commission on Thursday voted to forward a recommendation of approval to the City Council for an amendment to Sparks Municipal Code Section 20.02.013 to expand where manufactured‑home dealers may operate.
City planner Sienna presented the staff analysis, saying the change would allow the manufactured‑home dealer use with an approved conditional use permit in the PO (professional office) and C‑1 (neighborhood commercial) zoning districts in addition to the existing C‑2 (general commercial) zone. Staff said the change responds to City Council direction from Oct. 28, 2024, and would add about 100 acres of land, on top of the roughly 255 acres already zoned C‑2, where a manufactured‑home dealer could potentially locate.
Staff compared the trip generation for auto‑oriented uses in the PO and C‑1 districts — such as gas stations and car washes — to auto sales as a proxy for manufactured‑home dealers, explaining the Institute of Transportation Engineers manual has no direct category for manufactured‑home dealers. Based on that analysis, staff concluded the use would be consistent with permitting standards for other auto‑oriented businesses in those zones and noted the conditional‑use permit process would allow site‑specific review and neighborhood notice.
No members of the public spoke during the public hearing. Commissioner Cramer moved and Commissioner Priestos seconded a motion to forward a recommendation of approval to City Council for code amendment CA‑03‑24 to amend Section 20.02.013 to allow the manufactured‑home dealer use in the C‑1 and PO zoning districts with approval of a conditional use permit. The motion passed.
The Planning Commission’s action is a recommendation; final approval would rest with Sparks City Council and would be subject to any additional findings or changes Council requires. If Council adopts the amendment, individual manufactured‑home dealers would still require a conditional use permit to address site‑specific impacts and public notice requirements.
