The Vermont Senate on an otherwise brief session read seven bills for the first time and referred each to a standing committee, then voted to adjourn until 9:30 a.m. Tuesday, Jan. 21.
The session opened with a devotional by the Reverend Rick Swanson of Saint John's in the Mountain Episcopal Church of Stowe, who said, “All of creation is holy ground on which we stand in this honored hall.” After the devotional, senators announced committee meetings and introduced bills that received their first reading and committee referrals.
Senators introduced the following bills and each was read for the first time and referred as noted:
- S 11, “An act relating to stewardship trusts,” introduced by Senator Chittenton; referred to the Committee on Judiciary.
- S 12, “An act relating to sealing criminal history records,” introduced by Senator Hashim; referred to the Committee on Judiciary.
- S 13, “An act relating to termination of parental rights in an adoption proceeding,” introduced by Senator Hashim; referred to the Committee on Judiciary.
- S 14, “An act relating to expanding [Doctor Dinosaur] income eligibility for pregnant individuals and exploring eligibility expansions for other populations,” introduced by Senator Hardy and others; referred to the Committee on Health and Welfare. (The transcript uses the phrase “doctor dinosaur”; the bill title was read aloud as recorded.)
- S 15, “An act relating to providing supplemental reading instruction in all schools,” introduced by Senator Gulick; referred to the Committee on Education.
- S 16, “An act relating to infant changing stations in restrooms, in public buildings, in places of public accommodation,” introduced by Senator White and others; referred to the Committee on Economic Development.
- S 17, “An act relating to exempting military retirement and survivor benefit income from Vermont income tax,” introduced by Senator Collimore and others; referred to the Committee on Finance.
Several senators also announced committee meetings: the rules committee, Senate Government Operations, Senate Appropriations, a joint Senate–House Education meeting, Senate Institutions, and Senate Finance. The introductions and referral of bills took place with no extended floor debate recorded in the transcript.
The Senator from Chittenden moved to adjourn the Senate until 9:30 a.m. Tuesday, Jan. 21. The chamber conducted a voice vote; the president declared the ayes to have it and the Senate adjourned. The transcript records the voice responses (“Aye,” “Nay”) but does not record a roll-call tally.
The session lasted roughly eight minutes in the recorded transcript and consisted principally of the devotional, announcements of committee meetings, the first readings and referrals of bills S 11–S 17, and the adjournment vote.
