The House Committee on Public Safety adopted a line amendment to a concealed-carry reciprocity bill and reported the amended measure to the House.
Counsel reported a line amendment introduced on line 45 to add: "the provisions of the subsection shall not apply to an active duty service member of the United States Armed Forces or the spouse of such active duty service member." The committee adopted the amendment on voice vote.
Delegate Helmer, the bill patron, said the amended bill otherwise matched the version heard last year. "As amended, this bill is otherwise exactly the same as the bill that was in front of us last year," Helmer said, and described concerns that some states' concealed-carry permits do not require the same training Virginia requires. He said the amendment preserves reciprocity for active-duty service members who travel to Virginia for firearms training.
The committee reported the amended measure by a roll-call vote of 11 in favor and 9 opposed. The measure will be considered next by the full House.
