JALCAR approved last month’s minutes and the consent calendar, agreed to seat Representative Potenza as an alternate member, cancelled a planned contingent meeting and waived a deadline for the dental examiners board to return on a sedation issue until April, officials said.
The actions were taken at the start of the session. Representative Veil moved to approve the minutes; the motion was seconded by "Senate award," and the chair announced the ayes carried and the minutes were adopted. Representative Linn moved to approve the consent calendar; Representative Schmidt seconded and the panel approved it without further discussion.
The panel also agreed to seat Representative Potenza as an alternate; the transcript notes "Okay. That's 10," indicating the seating brought the panel's count to 10 members. Members then moved to cancel the contingent meeting for the month. The cancellation motion was moved by Representative Lewis and seconded by Representative Groot; the chair said the ayes carried.
Two substantive items were reported as pending. The panel discussed a preliminary objection related to manufactured-housing installer standards; staff said a response to that objection had not yet been received and that the party has until next month to respond. Separately, the chair, the Office of Legislative Services (OLS) director and the dental board chair agreed to waive the board’s deadline and give stakeholders more time to work on a resolution of a sedation-related issue; the board is expected to return to the panel in April to address the matter.
Following the formal business, the group proceeded to a training session on how JALCAR operates, including allowable motions and procedures. Doug and his staff led the training; Doug estimated it would last no more than an hour.
The meeting record shows no formal votes on the manufactured-housing standards or on the dental-board policy at this session; the manufactured-housing matter remains a pending objection and the dental-board matter was continued by agreement of staff and stakeholders until April.
