House Bill 11-27 passed the House by a vote of 43 ayes to 24 nays, requiring that counties post notice of their canvass, post-election audits and testing of automatic tabulating equipment to the Secretary of State’s website.
Representative Reimer, sponsor of the bill, said auditors requested the change and the deputy Secretary of State told the committee the capability would likely be available by September: “They anticipate this will be available to be posted by September of this year.”
Several members and auditors raised implementation concerns on the floor. Representative Malawi, who was the lone committee no vote, said auditors currently lack the ability to post to the Secretary of State's website and warned it is premature to mandate a statutory posting requirement before the technical system is available. Representative Vandera echoed the point, saying the mandate could “hamstring our auditors.” Those critics said an amendment changing the statutory wording from “post” to “provide” or similar would have reduced the risk but the amendment was not adopted.
Sponsor Reimer said the bill was brought at the auditors’ request and urged the House to approve it. The clerk recorded the final vote as ayes 43, nays 24, excused 1.
