A representative for Airborne Tactical Advantage Company (ATAC), Michelle Satterlund, told the subcommittee the measure “simply extends the sunset” and that supporters “are very much in support of it.” The bill was introduced for ATAC by Senator Locke, the presenter said.
No opposition speakers registered during the in‑room or virtual testimony portions. The subcommittee moved and seconded a motion to report the bill, the clerk opened and closed the roll and recorded the 7‑0 vote to report SB 741 to the next stage.
Supporters framed the extension as an operational necessity for contractors and a contributor to broader security interests; no changes to operational or regulatory duties beyond the sunset extension were described during the hearing.
