Senator Vilhauer spoke for the bill on behalf of the Department of Agriculture and Natural Resources, saying, "This is nothing new to members of this body. It's typically called the Omnis Water Funding Bill." He told senators the fund is supported by dedicated revenue streams — including some online lottery receipts, tank inspection and tire disposal fees — and has provided about $379,000,000 for projects since the early 1990s. This year's request includes roughly $17,500,000 in special appropriations and carries an emergency clause, which requires a two-thirds vote to take effect immediately.
The nut of the measure is to continue a long-standing state program that provides dedicated funding for local water and environmental projects without using general funds. Vilhauer said the bill helps local sponsors build water and waste systems that benefit public health, economic development and environmental quality.
Senators did not engage in extended debate on the floor after the sponsor's remarks. Because the bill contains both an appropriation and an emergency clause, it required and received the necessary two-thirds affirmative vote. The secretary announced the tally as 33 yeas, 1 nay and 1 excused; the presiding officer declared the bill passed.
Senate Bill 33 returns to enrollment and will be sent on for any required executions as provided under legislative rules; the title was declared correct on the floor.
