Representatives from the Arizona School Boards Association (ASBA) described a comprehensive policy review they completed for Humboldt Unified and outlined ASBA support services including policy advisories, a policy‑bridge platform, employee handbook templates and on‑call consultation.
Justin Rice, ASBA executive director, emphasized respecting local control and said the association provides accountability, collaboration and transparency supports for member districts. Policy analyst Lynn Bondy described the audit process: a line‑by‑line comparison of the district’s manual to ASBA’s model policies, color‑coded spreadsheets of differences, and a staged plan for which policies require board action.
Following the presentation the board conducted a first reading of numerous proposed policy edits recommended in the audit. Trustees discussed several redlines in detail: a) whether to retain language about notifying broadcast media for school closings (staff said social media and the district website now carry official notices), b) language on volunteers and staff work areas, and c) rules on distribution of third‑party promotional materials. Board members asked about policy dates in the manual and whether policy adoption would be consolidated so the entire manual could be re‑adopted with uniform dates.
Board members also asked for additional review of two new policies ASBA recommended: one on staff digital communications and one addressing dating abuse. Trustees raised concerns about scope and overlap with existing harassment and bullying policies, and about procedural protections for accused students in any disciplinary language. No final votes were taken on the policy redlines at first reading; the board scheduled further review and a second reading.
