For Crossroads he said the park has a Texas Parks and Wildlife grant structured as a cost‑share; staff described the grant as design and construction funding for trails and amenities and said it is roughly a 50/50 match (staff phrased it as a shared cost). The parks presenter noted flood‑plain constraints at some sites and that some amenities remain in design.
On athletics infrastructure, staff said they completed an RFP for irrigation and will advertise it with responses due March 11; staff intends to review bids and return recommendations to the board. The board asked that staff keep local user groups (the soccer organization referenced as Excel or similar) informed about the RFP schedule so seasons and expectations can be managed.
The presentation also covered completed improvements: new tennis/pickleball surfaces and parking/site punch‑list items (screening for tennis fencing remain), disc golf installation (course to go live when weather allows), and plans for restroom additions, lighting upgrades and potential dog park elements at Ben Gill. Staff urged revisiting the city parks master plan (last updated in 2017) to update costs, reprioritize projects and consider developer parkland dedication funds for funding.
Board members and staff discussed park rules and management for high‑use amenities: enforcing signage, possible limited locking of courts, and use of cameras or lighting to deter vandalism or unsafe activity. No formal decisions were made; staff will pursue advertising the irrigation RFP, pursue grant and developer funding options, and return with cost estimates and schedule recommendations.
