A Senate committee unanimously recommended House Bill 98, the Landowner Liability Amendments, to the Senate floor after a brief presentation.
The bill expands existing immunity that applies when private landowners allow people to use their land at no charge for recreational activities. Representative Shallenberger asked Senator Brammer to present the bill; Senator Brammer summarized it in committee: "what this bill does is there are certain, immunities when you allow people to use your land for free to engage in recreational activities. And this adds a couple of other things to that list... This adds specifically climbing via ferrata route... and target shooting. And that's the bill." Senator Johnson moved to pass the bill out with a favorable recommendation; the motion passed unanimously. The committee also voted, by unanimous voice vote, to place House Bill 98 on the consent calendar.
Proponents said the change clarifies the law for landowners who allow noncommercial recreational access. No public testimony was recorded on the bill during the committee hearing. The committee took no amendments and forwarded the bill to the full Senate for further consideration.
