Committee members said the action fixed text the committee had intended to adopt but which had been altered when submitted to the Legislative Council. "The amendment we put on, was buried from what it should have been," Representative Schreiber Beck said, explaining the need to reintroduce the bill and adopt the correct language found in the bills/laws system.
The correction was offered as an amendment to read as version 0.03, which Representative Schreiber Beck moved and the committee seconded. Committee members also voted to add an emergency clause to the amended bill. Representative Schreiber Beck moved for a due pass on the amended bill; Representative Novak seconded the due-pass motion. The committee then called the roll and the amended bill received a favorable committee recommendation for a due pass.
Representative Aleman had asked why the bill was back before the committee; Schreiber Beck explained the amendment’s text changed between the committee’s floor action and the version submitted to Legislative Council. Committee discussion otherwise focused on procedural questions about the emergency clause and confirmation that the text now in laws matched what the committee intended.
The committee’s next step is to transmit the amended bill and the committee recommendation to the full House. The bill carrier indicated they would continue to carry the measure to the floor.
