Senate backs resolution urging federal flexibility on homelessness programs

The Utah Senate adopted House Concurrent Resolution 6, which urges the federal government to provide the state with more flexibility in administering homelessness programs and federal funding.
Sponsor Senator Baldry told the chamber the resolution calls for increased state authority and block-grant style funding to allow Utah to craft local solutions. "It's your 6 calls on the federal government to give Utah more flexibility when it comes to homelessness. This will give Utah more bandwidth to innovate and find creative solutions to serve our most vulnerable Utah," Baldry said.
Baldry also told senators that the state’s federal delegation and what he described as the new HUD leadership had signaled support. The resolution passed on a roll call: 28 votes in favor, 1 against and 8 absences.
Ending: The Senate approved HCR6 and urged federal partners to consider policy changes; the resolution expresses a legislative preference and does not change state code or funding by itself.
