The Hubbardston Planning Board on Feb. 20 conditionally endorsed an Approval Not Required (ANR) plan for a two‑lot subdivision on New Templeton Road and authorized the board chair to sign the plan once the town tax collector certifies that taxes are paid.
Planner Alec reviewed the submission and told the board the application met the ANR submission checklist and recommended the board endorse the plan as presented. Alec said the submission shows two buildable lots, notes an easement for AT&T to cross the property and flagged wetlands along the front as a potential building constraint.
Ron Picari, the property owner, introduced himself for the record and said he has owned the land for about 35 years and "finally decided to build myself a house on it." Picari identified himself as a licensed contractor in Massachusetts.
Board discussion focused on a required tax‑collector signature on the ANR cover sheet. Board members agreed the plan could be accepted by the board subject to receipt of the tax collector's certification rather than endorsing and signing immediately. The board then voted to conditionally accept the ANR and, in a second motion, to authorize the chair to sign the plan on the board's behalf after the certification is provided and the required mylar is available for recording.
Planner Alec and the applicant discussed recordkeeping logistics: the mylar must be presented for the chair's signature before recording. Alec advised the plan will be held in the planning office until Leanne, the tax collector, signs the cover sheet or otherwise communicates that no tax debt exists.
Votes at the meeting were recorded by roll call. The board voted to accept the plan subject to the tax‑collector certification and later approved authorizing the chair to sign the mylar after that certification; the roll call returned unanimous ayes from members present.
The board noted wetlands near the road may affect future building permits but clarified that the ANR action is limited to endorsing the plan as an ANR determination and does not certify buildability.
