The California Transportation Commission announced the appointment of Will Kimpton as the commission's next executive director and said Deputy Executive Director Susan Branson will serve as interim executive director between Dec. 31, 2014 and Jan. 18, 2015, while Kimpton's start date is set for Jan. 19, 2015.
Chair Gardino made the announcement after the commission reconvened from closed session, thanking Andre Boutros for three decades of state service and introducing Kimpton to the dais. "We're honored that you're going to serve our state in this important way," the chair said as Kimpton came forward.
Will Kimpton thanked the commission for its trust and said he looked forward to working with commissioners and staff. "There's so many challenges facing the state's transportation program, and I look forward to working with you in the future to at least try to deal with some of those," Kimpton said.
Outgoing Executive Director Andre Boutros, who is retiring after roughly 30 years in state service, received a resolution of appreciation from the commission as well as a presentation from Assembly and Senate representatives. Boutros told the commission he was "overwhelmed" and thanked staff and commissioners for their support. "We all did such great things for the state of California, and I'm proud of everything that's been done," he said.
Commissioners and attendees offered tributes. Commissioner Fromer praised Boutros's integrity and counsel, calling him "a tremendous force for good." Commissioner Assemi and Commissioner Madaffer also thanked Boutros for his leadership and accessibility. Commissioner Tabaldini and others noted his institutional memory and credited him with helping preserve the independence and effectiveness of the commission.
The commission also presented Boutros with formal commendations, including a resolution from the California State Assembly and a challenge coin from Caltrans, and invited him, Kimpton and Branson to join members of the dais for photographs.
Why this matters: The appointment sets an explicit leadership timeline for the commission during a major program and project delivery period. Susan Branson's interim role will cover the transition between Boutros's departure and Kimpton's start date, ensuring continuity of executive functions while the commission and staff proceed with their scheduled business.
Key dates announced: Susan Branson will serve as interim executive director from Dec. 31, 2014 through Jan. 18, 2015; Will Kimpton's first official day is Jan. 19, 2015.
