Council adds recreational-vehicle park and campground rules to UDC work plan

Charles Bloom, planning and development director, told the council the city currently lacks land-use rules for new recreational-vehicle (RV) parks and campgrounds and that staff would add creation of those regulations to the UDC work plan.

Bloom noted one existing RV/campground east of Campstole and Christiansen Road recently expanded as a nonconforming use after Board of Adjustment approval and that developers had expressed interest in building new facilities. He said the city must undertake substantial public outreach to determine appropriate locations and standards.

Council members said the facilities could support tourism and transient worker housing tied to upcoming construction projects. Council Member Seagrave said well-designed campgrounds can be an asset, and others urged standards that would ensure high-quality facilities.

Staff said they had already discussed requirements with Cheyenne-Laramie County Public Health and would align any city rules with public-health licensing. Bloom said existing county-licensed campgrounds and mobile-home parks would be treated as legal nonconforming uses if annexed; expansions would require Board of Adjustment review. The council did not vote but agreed to advance the item in the department work plan for drafting and outreach.
