Planning staff presented an amendment that would remove the existing driveway exemption for lots that have alley access, which would make front-yard driveways on those lots nonconforming and require Board of Adjustment approval for enlargement.
Staff noted a new NR-2 zone was created in 2012 that requires alley access and prohibits front-loading garages for some newer developments; the proposed amendment would apply citywide and would convert many existing front driveways to nonconforming status.
Council members questioned the proposal on maintenance and practical grounds. Dr. Aldridge warned removing exemptions could double the number of paved areas the city must maintain (front roadways and alleys) and pointed to trash-collection challenges in some neighborhoods where rear access is used. Others said the change could force residents to park on lawns or streets or burden future homeowners who expected front driveways.
Some members suggested narrower approaches, such as restricting the width of permitted front driveways rather than an outright ban. No ordinance was adopted; staff will continue to consider the proposal and its tradeoffs in future UDC amendments.
