Chino Valley Unified staff presented a midyear update on the district’s Local Control and Accountability Plan (LCAP) during the Feb. 20 Board of Education meeting, reporting that college-and-career measures have increased and several LCAP actions are in progress or fully implemented.
The presentation, delivered by Mr. Hackney, covered Goal 3 (students prepared for college and career) and Goal 4 (support for continuation and community day schools). "This report offers a midyear snapshot of the available data alongside our expenditures and the implementation level of actions outlined in our current LCAP," Hackney told the board.
Why it matters: The LCAP is the district’s guiding plan for state priorities; midyear updates help trustees and the public track progress on student achievement, English learner supports, and interventions targeted to high-transiency and socioeconomically disadvantaged schools.

- Goal 3 metrics: Staff said student achievement scores on the CAASPP (English language arts, math, science) increased for the 2023–24 academic year. The presenter noted that Chino Valley graduates surpassed both county and state averages across the cited measures. Nineteen actions were identified to support Goal 3; the packet lists each action with budgeted amounts, estimated actuals through midyear, and an implementation status (fully implemented or partially implemented).
- Notable actions: District staff described college nights at junior highs and high schools, dual language immersion and biliteracy pathway supports (actions 16 and 17), regional occupational program opportunities (action 19), and assessment resources for biliteracy.
- Goal 4 (continuation/community day schools): The update said Goal 4 focuses on Buena Vista, Boys Republic and Chino Valley Learning Academy. Hackney noted a graduation rate at Buena Vista “over 95 percent” and said college-and-career indicators exceeded that school’s goals. The district reported continued professional development to support teachers at these sites, and actions such as math professional learning communities and wraparound services to improve student connectedness.
Board and public reaction
Board member Andres Cruz praised the work and tied it to longer-term career readiness, saying, "We are preparing our kids for that future, which is here already," as he referenced AI-driven careers. Other trustees and staff highlighted the role of early in-person learning, extended instructional minutes and teacher collaboration in the district’s recovery and achievement gains.

Next steps
