The Master Plan Implementation Committee (MPIC) reported to the Town of Southborough Planning Board on its semiannual master-plan update and analytics, and the Planning Board declined to take a position Monday on transferring the committee's sustainability and resiliency recommendations to Planning Board oversight.
MPIC members described using a "stoplight" dashboard to show progress and said they are moving beyond short-term goals into medium-range objectives after two years of tracking. MPIC members highlighted progress in several committees, especially recreation and the schools, as evidence of movement toward master-plan objectives.
"I tried to highlight the positives that we're able to see," said Debbie, an MPIC member who presented the report. "I gave the board a copy of the report that was put into the annual report." MPIC members said the visual dashboard helped show activity but did not prompt Planning Board action on the proposed transfer of work.
"There was a concern from Lisa Bracio about moving them over to the planning board. She said she wanted a little more time to think about it," Debbie said. MPIC members said Planning Board chair Mimi Luttrell had earlier agreed it was appropriate to bring the suggested role transfers to the board, but the Planning Board opted to consider the idea at a later date.
MPIC members expressed disappointment at what they described as limited engagement by the Planning Board. "I don't sense that the select board is gonna push that at this point," Sam, an MPIC member, said. "If it's their project, they ought to own it, and they ought to step up and own it, but they're not. So we can't force them to." MPIC members said they plan to continue pressing boards and committees to follow through on master-plan recommendations even if leadership from the Planning Board or Select Board is limited.
The Planning Board did not make a formal motion on the transfer; MPIC said the board agreed to consider the matter at a later date. MPIC members also discussed using the committee's analytics to support future goal-setting and possible follow-up presentations.
MPIC members said they will continue tracking implementation and seek opportunities to "socialize" accomplishments across town boards and the public to encourage follow-through.
