Majority Floor Leader Singh asked that specific calendar items be considered in the committee of the whole; Senator Theis presided over the committee. The committee report read on the floor stated that the Committee of the Whole "reports the following bill with amendment recommending that the amendment be agreed to and the bill as amended does pass: Senate Bill 23." Senators then concurred with the committee's amendments and advanced the bill to third reading.
The committee of the whole also reported Senate Bills 81, 94 and 95 without amendment recommending they pass; those bills were likewise advanced to third reading.
Separately, the chamber temporarily suspended rules to consider Senate Resolution 14, which designates March 5, 2025, as Fred Bear Day in Michigan. Senator Huitinga, sponsor of Senate Resolution 14, said the day "honors the legacy of an extraordinary individual who made a profound and lasting impact" and described Fred Bear's conservation work, manufacturing legacy in Grayling and cultural influence. The resolution was adopted on the floor without recorded objection.
Earlier in the session the secretary announced the governor's appointments to various commissions and the introduction and referral of a group of new bills (Senate Bills 115–122) to committees, including bills to amend the Income Tax Act of 1967, the Food Law, the Revised School Code, Michigan election law, and the Public Health Code; those bills were read and referred to the committees listed in the session record.
