Chairman Osborne presented House Bill 21-15 to transfer administration of several programs, including the Energy Conservation Assistance Fund, from the Oklahoma Department of Commerce to the Department of Human Services. Osborne said the change grew from stakeholder concerns and prior restructure efforts and that the later enactment date is intended to give agencies and community action partners time to transition.
"This HB, 21 15 moves the administration of several, programs from the department of commerce to the department of human services," Osborne said, describing prior work and outreach to community action agencies. He said the enacting date was set to July 1, 2026 to provide a longer ramp-up period.
Osborne told the committee the bill is a work in progress and that he is working with stakeholders; he said the title could be struck later if further negotiation is needed before floor action. The chair declared the bill passed by committee and returned the gavel to Chairman Osborne for the record.
The committee did not specify appropriation details during the session; sponsors said they are coordinating with stakeholders and agencies on funding and implementation steps before the measure advances.
