Revere City Conservation Commission on a unanimous vote approved a notice of intent from McCollum Highway Development Company LLC for off‑site roadway improvements near the Suffolk Downs redevelopment (DEP file 610834).
The proposal covers modifications to Route 1A at the Thomas Ellaway/Thomas Ella Way area, including reconfigured turn lanes, a widened lane to separate U‑turn and left‑turn movements, new traffic signals with pedestrian phases and reconstruction of several driveways and islands. The applicant told the commission the work remains within the footprints of existing sidewalks and roadways and will use temporary erosion and sediment controls.
The project manager, Rick Lettini of Howard Stein Hudson, said, “The work remains within the footprints of the existing sidewalks in the roadways,” and described plans to install compost filter tubes and catch basin filters to limit runoff.
Commissioners questioned erosion controls at culverts and embankment areas near the municipal boundary with Boston. A commissioner asked specifically about sediment controls at a bridged culvert and requested robust measures where the roadway approaches Revere. The applicant replied the contractor proposes 12‑inch compost filter tubes tied to guardrails where applicable, and that disturbed sidewalk areas would be backfilled and restored.
The applicant also said limited milling and an overlay are planned on portions of northbound Route 1A once signal conduit and other work are installed. Commissioners noted the work largely falls outside the 100‑foot wetland buffer shown on the plan and that the effort should improve pedestrian crossings where none now exist.
Motion and vote: a commissioner moved to approve the notice of intent and another commissioner seconded; the commission voted in favor. The chair called for erosion‑control language to be included in the order of conditions to address the Revere‑side embankments and the jug‑handle spill zones.
