The Town of Lewisville council unanimously approved two rezoning requests for parcels on Franklin Road during its Feb. 13 meeting.
Planning staff presented both petitions and noted the planning board recommended approval of each at its December meeting. Lynn (planning staff) said the first petition, from the owner of 7505 Franklin Road, asked to rezone a roughly 1.5‑acre parcel that had a portion previously zoned for a single permitted storage use back to Residential Single Family (RS‑20), the predominant zoning in the area.
“The planning board voted unanimously at its December meeting to recommend approval of this,” Lynn told the council, and staff concluded the rezoning was consistent with the town’s comprehensive plan and the neighborhood‑residential place type identified there.
The second request covered a little more than 7 acres near the Lewisville‑Vienna intersection that Temple Baptist Church had recently acquired; the church asked to rezone several parcels from a mix of RS‑20 and General Industrial to Institutional and Public uses to allow neighborhood‑scale church and related institutional uses in the future. Lynn said the change was intended chiefly to “clean up” the zoning where historical industrial uses on portions of the parcels no longer existed and to align zoning with long‑range plans for institutional use.
Council held public hearings on both petitions; no speakers rose in support or opposition and both hearings were closed before votes. The council approved the Hutchins petition (7505 Franklin Road) on a motion by Council member Melissa Hunt, seconded by Council member Jane Welch, and approved the Temple Baptist Church rezoning on a motion by Council member Monty Long, seconded by Council member Ivan Huffman. Both votes were unanimous.
Planning staff also reminded council that portions of the church property are inside the Yadkin River WS‑40 drinking water watershed; Lynn said that watershed rules impose additional stormwater and impervious‑surface standards, including an option for higher impervious area when stormwater controls are used.
The staff report included tax parcel identifiers for reference: the Hutchins parcel (tax PIN 5886144123) and the primary Temple Baptist parcel (tax parcel 5886530107 plus four adjacent parcels), which staff recorded in the meeting packet.
