The Town of Lewisville council on Feb. 13 adopted an ordinance to amend the town charter to implement four‑year staggered terms for council members, contingent on voter approval, and set the question for the Nov. 2025 municipal election.
Dora (staff) presented Ordinance 20254, which proposes that council members serve four‑year staggered terms while the mayoral seat remains a two‑year term; the ordinance describes an implementation schedule for alternating three‑seat cycles in 2027 and 2029 so that only part of the council is on the ballot in any given municipal election. Council member Ivan Huffman moved to approve the ordinance and Council member Melissa Hunt seconded. The motion passed on a recorded count described in the meeting as four in favor and two opposed.
After adopting the ordinance, council unanimously approved Resolution 2025007 to call the special election (the August/November event is handled as a special election under state statute) to place the charter question on the Nov. 2025 ballot. Council member Reppen moved the resolution and Council member Hunt seconded.
Council also approved a budget amendment to increase the snow and ice removal line. Staff said the existing budget for snow and ice removal began at about $75,000; the January event cost roughly $39,550 and left approximately $27,450 remaining. Council approved an amendment to add $47,550 to that line item so the town’s snow and ice removal account would be replenished for future events. The ordinance amendment to the budget (Ordinance 2025005) passed unanimously on a motion by Council member Melissa Hunt and a second by Council member Monty Long.
Separately, council approved a resolution that consolidates facility use exemption requests and nonprofit project funding requests into a single application for the Special Projects Review Committee, and directed staff to amend Chapter 16 of the town code to reflect that change; both the resolution and the Chapter 16 ordinance amendment were approved unanimously.
Administrative reports noted a March ribbon‑cutting and dedication at Jack Warren Park honoring Mayor Mike Horn and improvements funded in part by a North Carolina Parks and Recreation Trust Fund grant, and that the town plans to mail a community survey in March. The council also heard a public safety update that included a recent deputy use of an AED during a medical emergency and the introduction of a new deputy on the night shift.
