The Centerville Planning Commission on March 12 voted unanimously to recommend City Council approve the fourth amendment to the Summerhill Lane subdivision plat, a change that facilitates eight property exchanges from lots in the Summerhill Lane subdivision to an adjacent parcel owned by Spencer and Pamela Packer.

Planner Sydney DeWeese summarized staff review and noted the application seeks to remove a portion of the subdivision (parcel A on the proposed plat) from the planned development overlay and transfer it to parcel ending 0031 so the two properties can connect legally after recording. DeWeese said the Board of Adjustment previously approved related determinations and modifications on Jan. 13, 2025, and that the subdivision amendment is intended to satisfy conditions set by that board.

Russ Wilson of Symphony Homes said the amendment implements a private settlement and facilitates access to the Packer parcel; he told commissioners the application is the second step of a three-step process and that the applicant will comply with staff requests.

Staff concluded the amendment complies with Centerville Municipal Code 15.090.09 (plat amendments) and recommended the commission forward a positive recommendation to City Council subject to the listed conditions and findings in the staff packet. The commission moved to recommend approval and voted unanimously to advance the item to City Council.
