Staff told the commission the rezone and PDO amendment comply with general-plan goals and city code; staff recommended approval.
Russ Wilson of Symphony Homes said the application implements a private settlement and resolves access issues. A neighbor, Spencer Tucker, spoke in favor at the public hearing, saying the amendment is an avenue to settle the dispute and move forward.
The commission moved to recommend City Council approval based on the findings and conditions in the staff report and voted unanimously to forward the rezoning and PDO amendment.
